Office of Management & Budget
The Office of Management & Budget (OMB) is part of the Executive Office (EXEC) of the California Corporations Commissioner. OMB is headed by a Deputy Commissioner who is the Department's Chief Financial Officer (CFO) and has the responsibility, on the Commissioner's behalf, to maintain management, resources and fiscal uniformity across the operational lines of all other programs within the Department.
Responsible for providing a wide variety of administrative and program support services, OMB is comprised of the following:
- Financial Management Office
- Information Technology Office
- Human Resources Office
- Business Operations and Program Support Office
Financial Management Office
Staff in this office provide the department with support in the following areas:
- The Budget Unit serves as a central coordination point to ensure that control agency and administrative requirements are met so that program goals will not be compromised due to a lack of resources.
- The Accounting Unit staff process and record the financial transactions of the department by fund in conformity with generally accepted principles of accounting. This unit also provides the executive and management staff, the Legislature, and the public with general information concerning the department's financial operations through annual financial statements and other reports.
- The CALSTARS Management Unit is responsible for maintaining the structure and operation of the department's accounting system. In addition, the staff reviews accounting procedures, recommends changes and, when approved, implements the changes to improve the efficiency of accounting operations.
- The Project Management Unit staff works independently to integrate programmatic, administrative and budgetary needs into all information technology projects and activities.
Information Technology Office
The technology staff and management team maintain the department's technology infrastructure. The office is comprised of two units:
- The Application Development Unit which is responsible for the development of database and web-enabled applications.
- The Network Support Unit with duties that include activities related to the desktop user, desktop hardware and software support; network administration; software administration; and IT equipment procurement and inventory.
- In addition, our Webmaster maintains and updates the department's web site, ensuring that the site is functional and clearly, accurately reflects the nature of our business.
Human Resources Office
The management and staff of this office provide support to the department in a variety of personnel related areas including:
- Labor Relations
- Classification and Pay
- Personnel Transactions
- Training
- Mentoring
- Health and Safety
- Selections (Examinations)
- Employee Discipline
Business Operations and Program Support Office
This office is divided into two sections.
The Business Operations Section administers a variety of business and support functions including:
- Contracting Services
- Procurement Records Management
- Telecommunications
- Building Maintenance
- Property Control
- Small Business/Disabled Veteran Business Opportunities
The second area is the Program Support Section that provides support to Corporations personnel in the following areas:
- Staffing of the public service counters and main phone lines at headquarters in Sacramento and the three satellite offices in Los Angeles, San Francisco, and San Diego.
- Maintenance of the department's central files at each office.
- Maintenance of the department's Central Index System (CIS) including the review of exemption and notice filings; the receipt of fees for applications, licenses, and securities filings; and data input into the CIS.
- Responds to public inquiries regarding license and securities filings; correspond with the public regarding deficiencies in filings; and provide certificates of search on records.
