  1. Where can I find information to obtain a better understanding of the California Corporate Securities Law of 1968 and the California Franchise Investment Law?

    Marsh & Volk's "Practice Under the California Securities Laws" published by Mathew Bender & Company, Inc., one of the LEXIS Publishing companies.

    This three-volume treatise includes, in addition to a history of the California Corporate Securities laws, (1) a detailed analysis of the Corporate Securities Law of 1968 and Franchise Investment Law, as amended, (2) the text of both laws and the rules promulgated by the California Corporations Commissioner under both laws, (3) a section-by-section commentary on both laws with annotated California Corporations Commissioner's opinions, and (4) copies of all releases issued by the California Corporations Commissioner under both laws.

  2. What is an Interpretive Opinion?

    The Commissioner has the discretion to issue interpretive opinions through the Office of Law & Legislation to determine questions of law arising under the laws and regulations administered by the Commissioner. These questions may relate directly to the scope and incidents of the Commissioner's jurisdiction or the legal status of persons affected by the laws or regulations.

  3. How Do You Request An Interpretive Opinion?

    Instructions on requesting an Interpretive Opinion, as well as information which must be included in the request are outlined in Commissioner's Release No. 61-C.

  4. How Can I Get a Copy of an Interpretive Opinion?

    Published interpretive opinions and specific rulings are available through the electronic retrieval systems of LEXIS and WESTLAW. If these resources are unavailable, copies may be requested from the Office of Law & Legislation by telephoning (916)322-3553. There will be a charge for copywork. Rule 260.617

  5. Where Can I Find the Commissioner's Rules?

    The Commissioner's Rules are found in Title 10, Chapter 3 of the California Code of Regulations.

  6. How Can I Get a Copy or View of the Commissioner's Rules?

    The Commissioner's Rules are available in looseleaf printed format from West Group (1-800-888-3600). A certified copy of a regulation filing may be obtained from the Secretary of State Archives (916-653-7715). To view the Commissioner Rules, visit the Office of Adminstrative Law website.

  7. How Can I Find Out About Proposed Rule Changes?

    The California Regulatory Notice Register ("Register") is an official state publication of the Office of Administrative Law which contains notices of rulemaking by state regulatory agencies. This Register is published a weekly basis and is available by subscription. To subscribe, call (916) 324-7954 or fax (916) 323-3826.

  8. How Can I Get Copies of Proposed Changes to the Commissioner's Rules?

    Notices of proposed rule changes are mailed to those on the Department's subscription mailing lists and are available at the Department's "Front Counter" in the following offices or at our website.

  9. How I can I get on the mailing list to receive copies of releases or rulemaking.

    The procedure for subscribing to the Department's mailing list are found in Rule 260.608 of Title 10, Chapter 3, California Code of Regulations. A charge of twenty-seven dollars ($27.00) per year is made to be placed on the Department of Corporations' general mailing list. Publications including rulemaking notices, notices of hearings, and releases under all laws administered by the Commissioner are available. All requests are to be directed to the Los Angeles Office of the Department of Corporations at 320 West 4th Street, Suite 750, Los Angeles, California 90013-2344. Upon receipt of the request to be placed on the mailing list and payment of the annual subscription fee, you will be added to the mailing list.

  10. How Can I Obtain Copies of Legislative Bills?

    Copies of legislative bills may be obtained through the Legislative Bill Room by calling (916) 445-2323. Bills must be ordered by bill number. In addition, Legislative Counsel has a web site where you may view legislative bills.
